James E Newby
James Newby was a career police officer with the Dayton Police Department. He rose through the ranks working in many different assignments including Homicide Investigations, Director of the Dayton Police Academy, District Commander of the Central Business District, Superintendant of Operations, and assistant Chief of Police. In 1987 he was appointed the Director and Chief of Police, a position he held until his retirement. During his tenure as the Chief of Police, he initiated community based policing, was one the first departments in the nation to institute bicycle patrol, he also started a mounted horse unit and a helicopter unit.
Chief Newby attended the University of Dayton where he obtained two undergraduate degrees with honors, and a Masters degree in Public Administration. He obtained additional education in the police sciences including graduating from the FBI National Academy at Quantico Virginia and the Secret Service Dignitary Protection School in Washington D.C. At the FBI Academy he was elected as the class leader by his fellow students. He also attended numerous other police training schools during his career.
Throughout his career and since his retirement he has been very active in the community as a member of various clubs and organizations, and serving on community boards.
